SO FAR ALL YOU HAVE READ ARE RUMORS. Below you will find the official and real version directly communicated by the Cuban Consulate in Washington DC.
Please read this OFFICIAL NOTICE which exempts, until further notice, Cuban travelers from the consular procedure to extend their stay abroad.
OFFICIAL NOTICE:
Cuban citizens who are abroad and who had approved extensions of stay or whose 24-month term expired on March 19, 2020, will be able to remain abroad until October 12, 2021, keeping their status of resident in the national territory.
As a result of the above, the possibility is extended for our nationals to return to the country without having to complete the consular procedure to extend their stay abroad, as long as this situation persists.

Opapeleo advises: the extension of stay does NOT have to be paid or requested.
IMPORTANT:
Many people call us saying that they heard they don’t have to pay the extension but EVERYONE MUST HOLD THE EVERY 2 YEARS EXTENSION IN ORDER. This OFFICAL NOTICE is applicable to residents in Cuba so that they do not lose their rights after 24 months of being out of the country, that is to say, the Extension of Stay. Informations about paying $40 in Cuba or $150 per month are not true.
